The first time I watched Star Trek and heard Captain Kirk calmly instruct the crew to “set your phasers to stun,” I wondered just how many more settings those weapons actually had. Was it just a simple two-position switch with “kill” or “stun,” or were there additional settings that were less than lethal?

For this reason, I came up with 10 other settings that could be employed to handle the situation:

  1. Stun-P (with pain)
  2. Stun-NP (no pain)
  3. Giggle (incapacitate through uncontrollable laughter)
  4. Amnesia (forget what they’re doing)
  5. Slo-Mo (move in slow motion)
  6. Freeze (not move at all)
  7. Seizure (fire all muscles at once)
  8. Overwhelming Guilt (immobilized by contemplative self-loathing)
  9. Overwhelming Pity (extreme empathy and understanding), and
  10. Distraction (instant squirrel)

When Captain Kirk gave that command, the idea seemed elegantly simple—technology that could neutralize danger without ending lives. But in today’s world of rapidly advancing robotics and autonomous systems, that once-fanciful directive is becoming a design challenge for engineers and ethicists alike. The question is no longer if machines can neutralize human threats non-lethally, but how—and under what moral framework they should be allowed to act.

We are entering an era where robots will routinely make split-second decisions about human behavior. From law enforcement and border security to disaster response and crowd control, autonomous machines are being given both mobility and agency. Soon, they won’t just assist human officers—they’ll replace them in many high-risk scenarios. And that requires an entirely new way of thinking about the use of force, responsibility, and restraint.

The Emerging Arsenal of Non-Lethal Robotics

The technologies already exist. Today’s security robots can immobilize, restrain, or redirect human behavior through a mix of physical, optical, acoustic, and electronic countermeasures—many inspired by science fiction.

Mechanical Grappling Systems can lock onto a suspect’s limbs using calibrated pressure that immobilizes without injury. Net Launchers entangle and disable movement, borrowing technology first developed for capturing rogue drones. Hardening Foams expand on contact to restrict motion within seconds, essentially creating a “freeze” command in physical form. Blinding Strobes and Laser Dazzlers overwhelm sensory input, disorienting aggressors without lasting harm. Acoustic and Sonic Devices can broadcast tones that make it unbearable to approach restricted zones.

EMP and Signal Jammers neutralize remote-controlled explosives, drones, or digital weapons instantly. Tear Gas, Pepper Spray, or Mist Dispersal Systems can still be deployed, but now from robots that keep human officers safely removed from harm. Robotic Shields and Barriers move dynamically between aggressors and civilians, acting as mobile human protection systems. AI Communication Interfaces can de-escalate through speech synthesis—issuing warnings, calming instructions, and real-time negotiation in multiple languages.

These tools collectively represent the early prototypes of a “non-lethal force spectrum.” In the next decade, robots may have dozens of response settings—ranging from disorient to immobilize to incapacitate temporarily—each calibrated for a precise tactical need. My hypothetical phaser settings suddenly don’t seem so far-fetched.

The Rise of Autonomous Judgment

The real frontier, however, isn’t hardware—it’s judgment. In human conflicts, moral decisions are made by the person holding the weapon. When robots are asked to decide autonomously whether to act, we’re encoding ethics into software. At what threshold does an aggressive gesture trigger restraint mode? How much force is “safe” in a panic? Can an AI distinguish between threat and confusion?

The ethical dilemmas are immense. A robot’s reaction time is measured in milliseconds—faster than any human reflex—but that speed magnifies the consequences of error. An AI security drone in a shopping mall, for example, may interpret a sudden movement as aggression and trigger an automated response before a human supervisor can intervene. When robots enforce order, the biggest variable is no longer reaction—it’s interpretation.

Consider the complexity: a person running toward a crowd might be fleeing danger, chasing a child, or preparing to attack. A human officer processes context—body language, facial expressions, environmental cues—through years of training and instinct. Can we truly replicate that nuanced decision-making in code? And if we can’t, are we willing to accept the margin of error?

Inner-City Drone Ports and the New Aerial Traffic

As drones and airborne robots multiply, cities will need new infrastructures to manage both safety and legality. Imagine inner-city drone ports functioning like miniature air traffic control hubs—processing everything from delivery drones and security patrols to aerial ambulances and robotic responders. These drone ports will monitor thousands of autonomous flights every hour, each navigating strict geofences, air corridors, and emergency overrides.

Within this ecosystem, pilotless air vehicles—both civilian and defense-grade—will play crucial roles in public safety. Police and rescue agencies will dispatch flying robots capable of scanning crowds, predicting conflicts, and even neutralizing armed individuals from above using non-lethal countermeasures like sound cannons or directed light. When scaled across global megacities, these autonomous aerial layers will become the nervous system of urban life—sensing, reacting, and enforcing in real time.

But as the skies fill with autonomous enforcers, so too does the urgency for ethical airspace governance. If a flying robot uses non-lethal force to stop a suspected threat midair or at a public square, who is accountable for the consequences? The human operator? The algorithmic model? The city that deployed it? The manufacturer who programmed its threat-assessment protocols? The answers will define the moral architecture of the 21st century.

The Psychology of Being Disarmed by a Machine

There’s a profound psychological shift happening here. People tend to comply more quickly when confronted by authority they perceive as intelligent, but less human. The presence of an emotionless enforcer—especially one that can’t be intimidated, bribed, or provoked—could make societies safer. But it also risks normalizing constant surveillance and control. When every streetlight or patrol bot has the ability to immobilize you “for your safety,” what happens to free movement?

The implications extend beyond individual encounters. A society accustomed to robotic intervention may gradually accept diminished autonomy as the price of security. We’ve already witnessed this trade-off with digital surveillance; physical enforcement by machines would represent an exponential escalation. The question isn’t whether we’ll accept some level of robotic authority—we already have—but where we draw the line before acceptance becomes submission.

There’s also the matter of trust. Humans make mistakes, but we understand human fallibility. We have mechanisms for accountability, appeal, and reform. What happens when the enforcer is an algorithm trained on data we can’t fully audit, making decisions we can’t fully understand? The black box problem in AI becomes exponentially more concerning when that black box has the power to physically restrain you.

Designing Ethics into Enforcement

As robotic intervention becomes routine, societies will need new standards for transparency, accountability, and moral programming. Robots will not only act as peacekeepers—they’ll redefine what peacekeeping means. A machine that can freeze you in place without harming you may seem merciful. But a world where machines constantly judge human intent may feel less like safety and more like submission.

We need to establish clear frameworks now, before deployment outpaces oversight. This includes mandatory transparency in algorithmic decision-making, regular public audits of robotic force protocols, strict limits on autonomous authority, and robust legal accountability when systems fail. Most importantly, we need ongoing public dialogue about what kind of society we want to create—one where human judgment remains central to enforcement, or one where efficiency and safety justify delegating moral decisions to machines.

The technology sector has a poor track record of anticipating societal consequences before widespread adoption. We cannot afford to repeat that pattern with autonomous enforcement. The stakes are too high, and the potential for abuse too great.

Final Thoughts

The future of non-lethal robotics will depend less on engineering breakthroughs and more on collective wisdom. We can already build machines that subdue, disarm, and protect. What we haven’t yet built are the ethical systems to decide when and how they should act. The phrase “set phasers to stun” has evolved from science fiction into policy. The next great challenge will be ensuring that the judgment once made by Captain Kirk—rooted in caution, empathy, and restraint—remains embedded in every machine that inherits his authority.

Because in the age of autonomous enforcement, what matters most is not what robots can do, but what humanity decides they should. The question isn’t whether robots can safely disarm humans—it’s whether we can safely design the robots that will try. As we stand at this technological threshold, we must remember that every capability we grant to machines is a decision we make about the kind of future we want to inhabit. Those decisions deserve our most careful, deliberate, and democratic consideration.

The phaser settings of tomorrow won’t be determined by engineers alone—they’ll be determined by all of us, through the values we choose to encode, the limits we choose to enforce, and the humanity we choose to preserve in an increasingly automated world.
