The intelligence community is developing its own AI ethics

While less public than the Pentagon’s Joint Artificial Intelligence Center, the intelligence community has been developing its own set of principles for the ethical use of artificial intelligence.

The Pentagon made headlines last month when it adopted its five principles for using artificial intelligence, marking the end of a months-long effort over what guidelines the department should follow as it develops new AI tools and AI-enabled technologies.

Less well known is that the intelligence community is developing its own principles governing the use of AI.

“The intelligence community has been doing it’s own work in this space as well. We’ve been doing it for quite a bit of time,” Ben Huebner, chief of the Office of Director of National Intelligence’s Civil Liberties, Privacy, and Transparency Office, said at an Intelligence and National Security Alliance event March 4.

The World Wide Web’s inventor warns it’s in peril on 28th anniversary

Tim Berners-Lee, who invented the World Wide Web, now wants to save it.

The computer scientist who wrote the blueprint for what would become the World Wide Web 28 years ago today is alarmed at what has happened to it in the past year.

“Over the past 12 months, I’ve become increasingly worried about three new trends, which I believe we must tackle in order for the web to fulfill its true potential as a tool which serves all of humanity,” he said in a statement issued from London. He cited compromised personal data; fake news that he says has “spread like wildfire”; and the lack of regulation in political advertising, which he says threatens democracy.

Number of people with U.S. government security clearances tops 4.8 million

The number of clearances rose in 2011 by about 3% to 4.86 million.

As of October 1, 2011 a new reported record of 4.8 million people held security clearances for access to classified information, according to a new intelligence community report to Congress.

Eight years after 9/11, the specter of terrorism still haunts the United States. Just last week, F.B.I. agents were working double time to unravel the alarming case of a Denver airport shuttle driver accused of training with explosives in Pakistan and buying bomb-making chemicals. In Dallas, a young Jordanian was charged with trying to blow up a skyscraper; in Springfield, Ill., a prison parolee was arrested for trying to attack the local federal building. Meanwhile, the Obama administration struggled to decide whether sending many more troops to Afghanistan would be the best way to forestall a future attack.

This is a paper presented several weeks ago by Herb Meyer at a Davos, Switzerland meeting which was attended by most of the CEOs from all the major international corporations — a very good summary of today’s key trends and a perspective one seldom sees. Herbert E. Meyer served during the Reagan Administration as Special Assistant to the Director of Central Intelligence and Vice Chairman of the CIA’s National Intelligence Council. In these positions, he managed production of the U.S. National Intelligence Estimates and other top-secret projections for the President and his national security advisers.

Meyer is widely credited with being the first senior U.S.Government official to forecast the Soviet Union ‘s collapse, for which he later was awarded the U.S.National Intelligence Distinguished Service Medal, the intelligence community’s highest honor.
